Captain Paul Kelly was born in Pensacola and earned a bachelor of science degree in criminal justice from Troy State University.

The Catholic High School graduate was hired as a cadet by the Pensacola Police Department in April 1985 and was promoted to police officer in December that same year. He spent almost two years in the Uniform Patrol Division before transferring to Vice and Narcotics where he worked for eight years.

He was promoted to sergeant in October 1995, transferred back to Patrol and was promoted to lieutenant in March 1999. He also was a member of the department's SWAT team for about 10 years. His latest promotion to captain was in April 2006.

Prior to becoming a captain, he supervised the department's Professional Standards Section where his assignment was to investigate complaints from the public and from employees regarding conduct of civilians and officers plus monitor civil suits filed against the department.
